The burly striker notched his eighth goal of the season, sprinting on to Lee Carsley's pass to sweep an unmarked finish past Brad Friedel.
Both teams could have had two goals in the opening ten minutes. Tomasz Radzinski missed two golden chances and Andy Cole and David Dunn spurned opportunities at the other end.
Campbell went close to doubling his tally just before the break when his header was instinctively turned away by Friedel.
Spurred by Graeme Souness' half-time team talk, Blackburn upped the tempo in the second half without ever really looking like equalising.
They could not deliver the killer throughball and instead resorted to intricate passing around the box that carried little threat.
David Thompson was denied by a lunging David Unsworth block in the final minutes after Richard Wright had flapped at Damien Duff's cross.
Everton broke to the other end and Carsley played a square ball to Campbell but his shot was superbly kicked away by Friedel.
Then, as Graham Poll put his whistle to his lips, a high ball created havoc in the Everton box and as it dropped, Cole's attempted lob over Wright was somehow punched away at point-blank range.
A disappointed but upbeat Blackburn manager Souness said after the game: "It's very hard to be critical. We're just disappointed to have got nothing after playing so well.
"Everton boss David Moyes was delighted that his side had continued their winning run.
"It's nice to keep winning," he admitted. "It was a different type of game today. Our defenders had to be our best players."
