The Rovers pair are on international duty next weekend, Tugay for Turkey and Ferguson for Scotland, when their respective countries are involved in Euro 2004 play-off qualifying games.
The Turkey squad are assembling this weekend and it had been expected that Tugay would have to join them and miss the Premiership game at Ewood Park.
However, after consultation with the Turkish FA, Rovers have been given permission to play Tugay in the game against Everton and he will join up with the Turkey squad on Tuesday.
The Scottish FA have also granted Rovers permission to play Ferguson.
Turkey play Latvia on Saturday in the first leg of their Euro 2004 play-off while Scotland play Holland at Hampden Park.
