Kane has agreed to come back to Ewood Park for a month's loan, the under 19 international had previously been with Rovers earlier in the season when he made four appearances for the club.
Michael Appleton opted to go after the Chelsea youngster because of injuries to Bradley Orr and Adam Henley.
"It is great to be back here, I'm really looking forward to it," Kane told Rovers Player.
"It was a great experience being here the first time. I really enjoyed it; I got on well with all the lads.
"I watched the game against Millwall at the weekend and saw Bradley and Adam get injured so I did have a little thought that they might bring me back, and here I am."
Kane has experience being out on loan with Blackburn and Preston North End where he spent a month, but he has yet to break into the Chelsea first team.
