"Hakan will come over this weekend and talk to us about the possibility of a contract between now and the end of the season," Blackburn manager Graeme Souness said.
"After that, if he likes us and we like him, we will talk about something for the following season.
Souness, who managed Hakan Sukur when he was boss at Galatasaray, continued: "I have worked with Hakan and I know what an outstanding player he is.
"There's no disgrace in not being in the Inter Milan team when you have Ronaldo and Christian Vieri in front of you - and at Parma my understanding is there was a problem with money.
"He had a disappointing World Cup for Turkey last summer, but again, from my understanding he had a little bit of a hernia problem.
"He has had troubles times, but I want to ask him if the desire is still there and if it is, he would be an asset to any team."
