Rovers are believed to have made a second bid of £1 million for the 18 goal striker but the Terriers have turned it down.
"I am delighted we have been able to turn down the bid," Huddersfield boss Peter Jackson told his club's official website.
"It was a big decision for everyone concerned and I believe we have come to the right one.
"No one could have envisaged a club in administration six months ago turning down a substantial bid for one of its players and I am grateful to (chairman) Ken Davy for that."
