The Rovers midfielder was substituted 10 minutes from the end of the 1-1 draw against West Brom at the Hawthorns on Tuesday night and manager Mark Hughes has confirmed that he has suffered a reaction to the groin injury that kept him sidelined for five weeks recently.
However, any doubts that Savage wouldn't be included in the squad for the trip to St Andrew's even if he was fit in time have been dashed by the Rovers boss.
"People have to understand he hasn't had a great deal of football this year. It is going to take him time but he is getting there.
"Will he be in the squad for Birmingham? If he is fit and well then he will be."
