The 18 year old has had a trial period with Rovers which was successful, so much so that Rovers offered him a deal that would keep him at the club until 2015.
Forrester has been with Everton since he was nine years old and has been a regular in the club's Under-16s and Under-18s teams.
More recently the youngster had been on the fringes of Alan Stubbs' development squad, making seven appearances for the Under-21s this season.
