The 30 year old former Manchester United midfielder had a trial period earlier this season with Sunderland but former team mate Roy Keane chose not to offer him a permanent deal.
Fortune travelled with the squad to their American training camp last week and Hughes believes he is a player who still has talent.
"Quinton has been with us a week, we took him away with us and he's done okay. We'll probably keep him for another week and make a decision on him then," Hughes told the Lancashire Telegraph.
"He has good quality and a good pedigree. He hasn't played for quite some time at the top level, which we're mindful of, but he's done himself no harm."
