The 23 year old Netherlands international has been unable to break into the first team since his transfer from NAC Breda in the Summer and recently declared his desire for a loan escape to get some match action.
Despite stating that he is not considering loaning Rigters out at the moment, he has not ruled it out as a future possibility.
"It may be a situation which we look at but I'm not looking to do that in the coming months," Hughes told Sky Sports. "If I felt that he needed to have a little bit longer and have a regular spell in a team, which I couldn't give him, then maybe we'd look at it. But that's more likely to be in the new year, certainly not before this transfer window."
