The big man has done well in keeping Rovers in the Premiership since his arrival and managed to steer the club into the top half of the table on Sunday after beating Burnley.
But even so, there is going to be limited finances available for players and that means there will be only one or maybe two new faces, with a striker a top priority.
He told the LET: “We have slightly started targeting players but there will be little movement at our club in the summer, based on the financial situation.
“Our ins would be minimal. We are looking at one or two positions and that would be the sum total of our business in the summer months. It would be very quiet.
“So it is more about looking down and seeing what we are doing already very, very well in terms of youth development. This season, once it is over, we will take a view and see where we go from there.
“There are decisions still to be made at the end of the season and we will see what we can bring to the club.”
