Rovers are believed to have been interested in the Senegalese striker for some time and have had the player watched on several occasions and are in no doubt that he could be a hit in the Premier League.
They are, however, biding their time when it comes to placing a bid on the table.
Guido Nickolay said in the Lancashire Telegraph: "Blackburn watched him about 10 times last season and I have seen the scout. But as yet we have not heard anything official.
"Of course Papiss would like the chance in the Premier League. There are clubs interested in him so anything is possible at the moment.
"Clubs from abroad have made bids for him but so far no English clubs have."
