Rovers boss Sam Allardyce is still looking for a striker to replace Roque Santa Cruz and Matt Derbyshire who both left Ewood in the summer.
Reports have been linking Rovers with a move for Rapid Vienna forward Hoffer after the 22-year-old scored 27 goals in 34 games last season.
But Rupert Marko, the players agent, insists he has yet to receive any kind of contact from Blackburn and now believes his player won't be making a move this summer.
"English newspapers are writing a whole lot of stuff, all I can say at this point is neither I nor the player has been in touch with anyone concerning a transfer thus far," Marko said.
"I do not believe in a transfer this summer. Normally defensive minded players are more wanted in the transfer market and this summer there are only those mega transfers that happen.
"There is no real action regarding the player."
