Mongongu is currently holding talks with Blackburn and it seems that the player is keen to come to Ewood Park to help fill the gap left by Phil Jones who joined Manchester United.
But even at this late stage, French Champions Lille have not given up hope of beating Rovers to the signature of the player.
However, the player's agent, Christophe Mongai says that Rovers is the players first choice and he would love to play in the Premier League.
"He would like to join Blackburn Rovers," Mongai told the Lancashire Telegraph.
"There have been a lot of clubs interested in him, but yes, he wants to come to Blackburn and the Premier League. That is his wish.
"The two clubs are in discussions, and the player is in discussions with Monaco and Blackburn.
"We can't say anything has been sorted yet, but we hope it will be soon. Discussions between everyone will go on."
