Kelly, who is also a coach with the Ireland international management team, made 50appearances for Rovers between 1999 and 2004.
"I'm delighted to be able to bring someone of Alan's calibre to the club," Academy manager Bobby Downes told the club's official website.
"He has been a part of the Irish management team for a year now and brings with him a wealth of experience.
"Both roles are part-time and we will be able to cover the position on the few occasions he is with Ireland.
"We know Alan well, he is a popular guy and we hope that during his time with us we will be able to bring a goalkeeper though to the first team."
