The FA have confirmed he is now eligible after the Dutch federation decided to reverse the suspension hanging over him from last season, a decision Rovers have been trying to get overturned for the past few weeks.
Rovers boss Graeme Souness explained: "Brett got booked twice in the Dutch Cup last year.
"Their rules are that if you receive two bookings in one campaign you miss the next cup match.
"Instead of missing a cup game, he was going to miss a league game here.
"The Arsenal goalkeeper (Jens Lehmann) was in a very similar situation. They appealed to the German FA and its been resolved and he plays."
