Rovers are set to play the Scots at Ewood for the UEFA Cup third round second leg.
Duff missed last weekends action because of a strain-related calf injury.
When asked to comment, Graeme Souness said: "He got a kick on the calf against Aston Villa.
"It was touch and go all week as to whether or not we would play him [at Southampton], and in the end we decided not to risk him. He should play on Thursday, though."
Souness is also willing Martin Taylor to make a fast recovery after limping out of Saturday's game against Southampton. He is said to be suffering from a hamstring injury.
Rovers are already without Taylor's fellow centre-back, Henning Berg, who is out with an Achilles problem.
