The Ecuador international midfielder had been training with Rovers in Germany but chief executive John Williams has revealed that the player will not be offered a contract at Ewood Park.
"At this moment in time, we won't be making an offer for Castillo," Williams told the Lancashire Evening Telegraph.
"The player has returned to Red Star Belgrade."
