Bakary Sako's strike on 78 minutes was enough to separate the sides, there wasn't much else to get excited about.
But Black thought that Rovers should have been awarded a penalty when striker Jordan Rhodes went down in the box.
"That's two weeks in a row. I'm not saying we'd have gone on to win the game but they're crucial decisions and they're so blatant," Black told Sky Sports.
"That's two ridiculous claims we have had. How they can decide Jordan has fallen by his own means is beyond me. Their boy falls over as well so contact must have been made."
But Black did have to concede that his side were well below par, although he was convinced that they deserved at least a point from the game.
He added: "I'm not deluding myself; I don't think we did enough to win the game but we certainly did enough not to lose it."
